This Government cannet agree that your client

has suffered any hardship by reason of the refusal of the

Directer of Public Works to sanction this block as designed,

It was open to him, before purchasing the land, to consult

the Birecter of Public Works as to the buildings which he

proposed to construct; and it was also open to you to ask the

Director of Public Works the meaning of the special condition,

which had obviously been inserted with a purpose, before proceed

-ing to complete the plans.
